The magnesium fan is a much smaller capacitor, and therefore does not cause as much alternating current to flow, when the alternating current component is applied to it... 

If less alternating current is flowing in the fan circuit, less alternating current voltage will be present across the fan belt, and that means less flopping around!  :)
