you really must get all the volts to the starter...low voltage / current  
(slow turning starter) WILL break the nose on the starter along with ring  
gear damage (if that's what is going on). check all battery connections , and  
ground from battery to body and motor. is battery ok? full of water in 
cells?  cables clean at terminals?
starter bolts tight? starter brushes bushings ok, the list sounds long ,  
but it does not take too long to check it all.
