i can not see much in the pictures.
what i wonder is if the weights were installed upside down?  get the  tech 
guide out and look at the pictures of weights and springs for  distributors. 
 turbo stuff stands out in a crowd.  anyhow you need to  carefully check 
every part out , or better yet look for a complete unit or  rebuild.
last turbo car i did had 140 stuff in a turbo housing , and lucky he did  
not go far enough in advance to do a lot of damage (only head gaskets this 
time  ) .
