The Regulation that brought you airbags on your 
newer-than-a-Corvair vehicle only applies to the original 
vehicle manufacturer. A used car dealer or seller has no 
such restriction. In fact if you want to de-activate your 
entire air bag system that is your decision as well. You 
probably won't get much help from a dealer or technician 
to defeat the air bags, but that would be their choice. 
Once the air bags are non-functional the vehicle will 
still operate. Just try not to smash into a tree!

On my recently completed rebuild of a 2008 Chevy Silverado 
I had the replace the front seat belts because that were 
activated by a rear end collision. They "locked" and could 
not be freed up. Plus, if the truck had another "incident" 
the belts would not cylce a second time. After I put the 
new parts in the air bag light was still on. Turns out the 
first owner pulled a fuse that defeated the air bag 
system. Then he proceeded to drive the truck and got 
rear-ended by a Honda. If it was a frontal impact the air 
bags may not have deployed and saved his face. Ouch! -
