Perhaps we have been looking at this the wrong way. Suppose instead of requiring CORSA membership to belong to a Chapter we simply INCLUDED membership in any one CORSA chapter with CORSA membership?  
In other words, CORSA would charge a single dues fee which would entitle the member to select membership in any one CORSA chapter at NO ADDITIONAL COST.  The member would not be required to join a chapter but it would be an included benefit of CORSA, so it would encourage members to participate in chapter activities as well

Note: a person could opt to join multiple chapters, as always, but the member would be responsible for paying the dues of any more than the first chapter. 

Some arrangement would have to. be made between CORSA and the chapters to account for the "free" chapter membership, but assuming this can be worked out, would anybody find this objectionable?
