This is the way several of the national car clubs I belong to are 
structured. While it definitely has some disadvantages (e.g. you invariably 
end up with more direct national control over local clubs and local club 
initiatives can be difficult to fund) none of those clubs have the sort of 
national/local membership issues that we have.

One similar model... one club that I no longer belong to allows the local 
clubs to "set" their portion of the national membership... so that it was 
broken out by a separate line item that was geographically ordained. While 
this indeed gave the local club more independence, it also increased dissent 
among members who would have preferred to be able to feely choose which 
"local" club they preferred (i.e.. the one with the lowest "portion")... the 
national organization felt that would set up a financially unhealthy 
competition between local clubs and didn't allow it.
