Generally speaking there is two ways of managing National / Local memberships, keeping it simple:

1.  The national organization provides an application which collects all needed information and includes a list of ALL the local affiliations including the cost of each local membership.  The person joining pays the national dues AND the local dues for any number of local groups they wish to join ... if any.  The national organization then passes the person's information and dues on to the local club(s).

2.  Each local club provides an application for the national organization collects the dues for both the local club and the national at the time of application.  The local club then sends the dues to the national along with the member information.

In either case the national organization makes its membership list known to the local group.  If anyone wishes to join more than one local group, their national membership is known to all.

This is the general layout ... variations can exist but why reinvent the wheel?

It is important to realize required membership has become the common way of doing business so it is generally accepted without question.  It has evolved because it is the most efficient way to assure the survival of the national.  There are a few exceptions such as CORSA, and some 'hard nosed' individuals will object but they are simply not thinking of the overall picture.  They will either come to see the light or fall to the wayside .

The only way to not lose money in this scenario is for CORSA to raise dues.
CORSA is already has financial problems so I can't see sending $$ to the
local chapter helping unless you increase dues to CORSA - which is already,
IMHO, too high at $45 a year.  Raise it any more and I think you will lose
members.
