<VV> Spyder starting problem?

I got this note from a new Spyder owner who has a freshly rebuilt engine and carb. What would be some cogent advise on where to start looking for a problem? He has searched for any vacuum and air leaks already. It originally had a plugged fuel line between the filter and carb, but that has been resolved and the filter bypassed, just in case. Thanks,
