The cap has "vented" stamped on it. 
 
Where is the strainer/screen on the fuel tank?
 
Since it takes 5 to 6 miles (consistantly twice on two different days), I kind of doubt the strainer, but who knows?

Two things come to my mind:

1.- Plugged inlet screen at fuel tank. 
2.- Non vented gas cap, preventing air to enter the fuel tank as fuel is going to engine.
