It seems if the idle screws are turned all the way in and the engine still runs, then fuel must be getting through the carbs by an abnormal path.  It also seems like both carbs have the same problem.  I don't know what the answer is but some possibilities are:

1. High levels in the bowls due to incorrect float settings allowing fuel to spill over the idle well into the venturi.
2. Leakage by the fuel inlet valves causing a slight flooding condition.  Not enough flooding to cause the engine to stall, but enough to allow it to run and have smelly exhaust.  This could be either bad inlet gas valves, trash in the valves or the little tangs on the float assemblies are not set just right to fully close the valves.
3. Perforated carb castings allowing leakage out of the bowls into the intake manifolds.  Probably unlikely that both carbs would have this problem.
