Matt's explanation is almost perfect :-)

The width of the rim is measured where the tire bead seats - the wheel typically has an extra 1/2" from there to the outside.  So, a 6" wide wheel is really about 7" wide overall, and the backspace for a zero offset 6" wide wheel is 3 1/2".

A stock Corvair car wheel is offset 1" inboard and has 4 1/4" of backspace.
