You're misunderstanding the basic idea here:

 First, get the carbs to idle equally when disconnected from each other.  Use a vacuum gauge or Uni-Syn for this purpose.
 Second, adjust the linkage so both carbs open at the same time.  Since only the left side has an adjustable link, you must hook up the right side and adjust the left side link to match.

That's the general idea behind all the steps.  One carb does not follow the other, they are *synchronized*.

If you have the carbs off the car, use the steps in the carb rebuild section in order to adjust all of the settings - fast idle, choke break, etc.  Then bolt them on the car and perform the synchronization steps.
