One thing that I've had luck with is heating the bolt pretty hot and then 
holding a small candle against it.  The wax will  melt and wick into the 
threads.  I'm unclear as to whether you got the nut off the end of the bolt, 
but the same should work on the shank or under the head.

If there's too much corrosion for the wax to get through, then, you'll have 
to resort to tools of mass destruction.

I ended up cutting the bolt off with an air-powered grinder using a cutting 
disk
on my '64 Vert. I knew mine was not salvagable and was being replaced, so I 
was
just careful not to cut into the bracket. Frustrating, I know!
