I believe the point Carl was trying to make was that their USE was mandatory
in Australia in 1969.

The same sort of laws didn't start to take effect in the US until the
mid-eighties, and one source I saw said they're STILL not required by adults
in New Hampshire?!

Mandatory use took effect in Canada, Jan 1st, 1976.  I was 5 and half years
old that day, and on that very day, my car seat saved my life.

FYI - front (lap) belts became mandatory in US in 1965.  Rear belts in '66.
