Lonzo,

You make a good point.  Even though belts were in the cars in'65, very few 
folks used them initially.  Typically, they ended up being stuffed between 
the seat cushions so as to be out of the way.

Some police departments here in IL now make a practice of pulling along side 
of a car looking for a reason to stop it.  The officers are looking for that 
shoulder belt.
