Jump the screwdriver between the large terminal the jumper cable is attache
dto and the S terminal.

Yes, step hard!

I test all "shelf" starters this way.

You can jump it out of the car. Hook jumper cables, negative to the starter
or solenoid body and positive to the large center terminal on the solenoid.
Keep your foot on it or clamp it in a vise because it will move! Use a
screwdriver to jump the terminal on the solenoid.
