I did once have trouble with an H not getting fuel, it turned out the float arm was rubbing on the bowl.  That could be your trouble as well, maybe something is catching when the carb is together that works fine when it's apart.

If not, maybe you could troubleshoot further by taking the carb apart and use an electric pump to supply fuel while opening and closing the needle valve.  I'd have to look at a YH to see if this test is possible, but that's what I'd do on an H.
