I don't know about the cop's involvement, but if a CA non-op hits public 
property, mostly it is DMV collecting back registration fees for any 
time it has been unregistered as a California non-op, and that only 
comes into play when / if you go to reregister it, and DMV has (and/or 
can find) the record that it was on public property.

And, if you are taking a non-op vehicle out of state, it is so much 
easier to get it re titled if you have a current (transferred) CA title 
to start with.

I'd sure load it in the driveway or yard if it doesn't have current 
operational registration (or certainly claim that is where I did it).
