OK - I no longer have the filter which was pictured in the long winded post.
After it was posted, I was looking at it more closely and wondered why there
were no weld marks on the ring (left side of pic).

So I dug an NOS AC-PF4 out of inventory to look at that ring.  Guess what -
no weld marks there either!  Hmmmm...

Next, I was able to (using fingers only) lift both the inner and outer
gaskets out of the spaces between the ring and the (both) inner and outer
portions of the canister (body?) top of the filter.  It appears that the
ring on the PF4 is merely a press (interference?) fit to the top of the
filter body along the inner edge of the ring.

So, the inference becomes - the Clark's filter (in at least some instances)
would appear to have insufficient interference fit where the ring portion
mates up to the top portion of the body of the filter.  The spot welds have
nothing to do with this.  They apparently have something to do with keeping
the filter medium in place within the filter canister.
