I can't address the legality of resetting an odometer, but if I'm not
mistaken, that's something covered by federal law if not by state law.
That said, I don't think anyone is going to believe any odometer reading on
Corvair these days and it shouldn't be an issue unless you try to sell the
car as a low-mileage, only driven on Sundays vehicle.

But it is easy to do once you've taken the speedometer apart,  Just be VERY
careful about how you handle the odometer counters -- the numbers will
flake off at the drop of a hat.  If you are going to the trouble of taking
it apart, I'd HIGHLY recommend you clean and relubricate all the gears.
Even better, take it to a reputable pro and have them go through it; they
can clean and relubricate the odometer counters as well.  (It won't be
cheap though.)  The greases in there are at least 46 years old and likely
dried out and filled with abrasive dust.  At least one gear in the Corsa
speedometer is essentially unobtainable anymore outside of specialty
shops.  Once it wears out, the odometer dies.  And while they're working it
over, they can recalibrate the speedometer.
