Tim,  I'll second Bryan on that.  Flush the rockers.  Spray in something to slow the rust and clean it up and get it running if you can.  Note:  This is not a "Me Too" post.

I've seen a lot of very rusty Corvairs - much worse than yours - driving down 
he road so I wouldn't really worry about it breaking in half yet.  You might 
eigh the prices you'll get for parts plus your labor vs. selling the car whole 
o someone who really wants to rebuild those rockers.  The car doesn't appear to 
ave crash damage so it might be worth fixing to someone who has the skills.
