Um, isn't the pickup always on the bottom of the tank?
An '89 Beretta probably had fuel injection and it doesn't take long for the
in-tank pump to build pressure.

 It made sense to me, Bob.

 Frank was obviously concerned about water at the bottom of the tank being
picked up, as the fuel level got to the bottom, so he dumped the gas,
probably by  siphon.

Then he added the two gallons that he had brought with him and the car
started right up.
