That's right Harry.

I can tell you from experience that a 95 Park Avenue Ultra charged the 
empty fuel system (new pump and rear lines) with two turn ons of the 
key, no cranking. This cycled the fuel pump twice for 10 secs each time 
and the engine started up and ran just fine.
