Two questions:

With the oil showing an inch or so above the full mark at 1500 RPMs is the
engine still being properly lubricated?

Directly related - it is safe to drive short distances until it can be
fixed?

 Sure  it's "safe"  ...around town...     Is there lots of Blowby coming out the 1/2 Tube at the air filter??  If Not... something is plugged up!


If excessive smoke is emitting from the 1/2 tube;


1    if the guy's not able to refresh the rings.....   use thicker oil!!   STRAIGHT 30     or  40 wt!  You won't hurt anything  in the summer.


2  Add another breather to replace the oil filler cap....  to a catch can... we've seen this many times on Vairs and other engines
