I bought a 140 block (reported to run) at GWFBT and I was going to convert
to a Saginaw 4-speed (also bought there) but want to get it running to make
sure the engine is good enough to go the Saginaw 4-speed route first.

1 Yep just a bolt on! Remove pilot bushing in 140 engine....remove oil pan, then bellhousing..swap parts and use new seals and gaskets and you are ready to go!

2 To test run an engine on the floor is a simple and standard practice! New or used engines!
