The governor is definitely different, with a higher shift point.  The '76 
parts catalog only lists one modulator.  So if it was originally different, 
they had sub'ed it over by then.  A quick look in a catalog from '66 and I 
didn't see a difference then either.  But I only took a quick look and may 
have missed something in that one.  (The '66 catalog included other car 
lines so there was a big long list in that group.  Mostly useless 
information:  Early Chevy II used the same modulator.)

The 140 "needed" a higher shift point, which is controlled (partially) by 
the governor, not the modulator. But, when the shift point was raised, they 
might have found the need for a different "modulation" of the shift, so, 
indeed they could have used a different modulator. The governor was 
definitely different on the 140 PG, as I recall. Chevy dabbed them with blue 
paint, Or some color, I think. Something to remind service folk that they 
were different.
