It would seem to me that the old registration from VT might constitute 
or effectively be the title for your car.  You will have to do some 
research with the State of Vermont and find out how titles were issued 
in 1975 and if they were combined with or same as the registration slip 
you have.  If this old registration slip constitutes a title, you will 
probably need both the bill of sale from the seller of the car (Could 
this not be obtained from eBay?) and a copy of the death certificate 
from the previous (last registered) owner.  I think you should figure 
out the situation with the VT registration before proceeding 
further--you may not be as bad off as it seems.

It is very likely that this car was sold as part of an estate and the 
official ownership transfer was never done, then the car just sat as a 
project, perhaps through several owners.  I assume you have checked that 
the VIN on the old VT registration matches your car.
