We have to remember not that many Corvairs were special ordered.  The new car manager at the Chevy dealership had to buy so many Corvairs, Trucks, Impalas, Biscaynes, etc.  Every dealer was contracted to order a yearly quota.  So some managers thought by mixing up the options, there would be more choices for the customers.  That is how some odd combinations were built. 
 In Louisville, we had a large dealership with a youthful manager who was race-oriented.  He ordered the hottest running and looking cars he could.  Hence V.V. Cooke Chevrolet was where everyone went to buy a fast, sexy car.  The manager was V.V. Cooke, Jr. and he owned one of the fastest Corvettes in the Country and raced it or had it driven in some big races.  
Also, remember some managers were of the old mindset that the customers would buy anything.  They probably were around when WWII ended and people got on waiting lists and would buy almost ANYTHING!I am glad we have more choices these days.
