<VV> '65 3-speed is non-synchro, but '66-'69 is synchro?

OK, let's nutshell this:
60-65 3 speeds had non syncro first gears. 66-69 3 speeds were syncro in all forward gears. 
All 4 speeds are syncro on all forward gears. 
No manual had syncro reverse gears.
Howzat?

Sorry Frank. You are wrong (finally!). "option wise" sinks your answer. The
fully synchronized 3 speed in '66 was NOT an option.
