<VV> Is it common to remove 2/4 carbs?

It is fairly common due to the inability of the previous owners to keep 
all four carbs synchronized, the mistaking belief the the two secondary 
carbs waste gas (lower fuel mileage) and the fact that a 140 PowerGlide 
engine never gets much above 4,200 rpm.
