Bob,

Those marks are references only and the goal is to have them at same level
in both carburators. If you turn down the round plate on top of the
Unisyn, the bubble will be higher.
I prefer to adjust it at about half the escale. Unisyn is for balancing
only, to read vacuum use a vacuum meter.
