Also look at the engagement fork. When the buttons that throw the drive in are worn, the motor will start to spin before the drive engages.

The contacts that run the starter motor don't engage until the solenoid reaches full travel so the drive is the problem.  No special tools needed.  The cupped washer snap ring assembly isn't that difficult to get apart.
I almost always replace the bushings.  It doesn't take much slop in them to reduce the starter's power significantly.

Sounds like the solenoid isn't pulling in consistently, I'd say replace that along with brushes and the two end bushings and you should be good for a long time.
