<VV> What are these? "donut holes" ?

Are they about 1/4" round and 1/8" thick?

They may be the "donut holes" cut out of the taillight gaskets out of the
hole for the screws, that no one swept up before delivering the car?

There are small round foam plugs stuck through holes in the LM tail light
housings.  I think also in the front directional signal light housings.
I can't see any useful purpose for them.
