Definitely check the centrifugal advance. It is possible to mis-assemble the advance with the weights reversed. This a quick and easy - use a timing light to check that the timing advances when the engine rpm is increased. Then you can cross that variable off your list. I found this on a '63 700 I bought from an experienced Corvair guy.
