I presume you meant to say new headlight bulb, rather than new low beam 
bulb? Or new headlamp unit if it's a sealed beam. If the filament 
becomes detached at one end, it can work and blink out intermittently - 
always a good idea to give any lamp a tap when checking the bulb to see 
if it flickers.
