All 1966 140s had the lockouts. Chevy changed in mid/late 65 model year, not in 66.    After that, they all had lockouts. There was some change in the springy linkage in 67-68, I believe, but the lockouts were always there. They had to be, as did the springs. There were some special "smog-only" primaries used, the ones with that extra air bleed.  But chevy/Rochester could change carb part numbers like you change T-shirts. Out of the hundreds of carbs I have seen, and the several dozen I have now, maybe 20% have or had tags when they came to or through me. They were the first thing to go on a rebuild.  50+ years!
It might help that the early secondary tops are not drilled through for the lockout pass through rod. If there is no hole, it is a 65 top.

I have a customer in Poland who has a 1966 Corsa 140. He thinks is it original. The carbs on the engine are the 1965/early 1966 style without the secondary lockout system, and have an ID tag of 7025226. The 4th digit in the code usually identified the year between 1963 and 1966 (1967 was tagged the same as 66 and 68/9 are 7028xxx), so I am checking to see if there is a numbers wizard on our site that knows if GM carried the carbs over to 1966 with the same tags until they switched to the later design secondary carbs with the 7026xxx designation? Pictures have been sent to confirm that the carbs are the early design with the solid activating rods. An inquiring mind would like to know.
