Yes, the float chamber on an H, HV is always vented to the atmosphere, 
BUT through the air cleaner assembly, to keep dirt out of the 
carburetor/engine.

This path hampered preventing percolation of fuel after a shutdown, so 
engineers developed the idle vent valve as another path to freedom for 
the fumes.

As Larry the Cable Gut says, Get 'er Done! Or as Tim Gunn says, Make It 
Work!  Ha!
