Worth noting that other things can cause weak boost, although exhaust leaks are by far the most common cause as others have said:  Start the car, stuff a rag up the exhaust tip to quiet it, then listen for hissing noises at the exhaust system joints.  If you're having trouble hearing anything, you can idle it with the fan belt off for a minute or two, which makes it very easy to hear things like exhaust leaks.

The SOP is to bolt everything together with new gaskets, get it hot once, then retighten the joints when it cools.

Another possibility: the Carter YH carb came on a bunch of different things, and so there are a lot of different internal parts floating around, some of which work together and some of which don't.  I got another 10" of boost (indicated) on a '66 turbo just by playing around with different needle and jet combinations out of a coffee can of parts the owner had on the shelf.
