that's clue #2 for my suggestion that you need to reset your initial ignition timing.  sounds like you're running too much initial advance (which will cause high idle speed), and this has shifted your entire advance curve to the point that your combined mechanical-plus-vacuum is causing the surging felt at part-throttle (high manifold vacuum) cruise condition.

i've experienced this on small block chevys and corvairs alike, so i think it's worth checking.
