Yes, the laws are changing.

In NC, all 1996 and newer cars must have an "emissions inspection"  even if
you live in a "No Emissions" county.
There are 100 counties in NC, Only Durham/Wake (Raleigh/Durham)
Mecklenburg/Gaston (Charlotte &Gastonia) and I believe the Winston
Salem/Greensboro areas were previously the "Emissions Counties" so even if
you live in any of the 94 other non emission counties, 96 and newer must be
emissions inspected.
The good part in all of this is, as of 01/01/05, all 95 and older vehicles
are "Safety Only"  or non-emission inspection vehicles.

Now our Safety Only inspection covers things that still are emissions
related.  Have to have your Carb Preheat hose and air intake hose (if so
equipped), and must have a visual inspection of the converter.  In my
county, which has always been a "Safety Only" county (Lincoln), Most every
converter in the county has been removed, the catalyst removed with a pry
bar and hammer, and is then replaced, there only for the visual inspection.

I have had to teach local inspectors that a 65 and earlier Vair had reverse
lights as an option only, same same the rear seat belts. After they check
their books, they know the deal.
