Doug,
            
            I would suggest that you pull the fuel pump and remove the
top screws from it to see if you have a check valve which is bad or not
staked into the pump body properly. I had a VERY similar problem on my
66 which I fought for about 2 months before finding that one of the
check valves in the pump was not staked properly and would fall out of
and pop back into place randomly. Good luck!
