The smog tube is lightly press fitted into the smooth smog hole in the 
manifold.   A bolt and retainer to keep it in.  Usually the tube quickly expands 
with rust to lock itself into the manifold so it would be difficult to get a plug 
to seal the hole.  I suppose you could clean it all up, cut some threads and 
add a bolt (plus the retainer bolt).
