Gary,
   17 volts is too high. It points to the regulator as you should have 13.8 to 14.3 volts.  
In my opinion, both (rare) regulators are bad. Alternator is ok.
   The alternator stator should receive (field voltage) regulated voltage from the regulator. It should be close to zero on a well charged battery and up to some 8 volts if discharged.
   Another probable source of problems could be the wiring between alternator and regulator in the case the wires were removed for cleaning, etc. Check with the wiring schematics, in the manual, if the 2 wires between alternator and regulator are on the right places.
