Yes, the sender may (usually) change where addresses are.
This still requires "Reply to all" to manipulate things so that "VV" is the 
target of your response.

This makes it more difficult to comply with VV's dictates, right ?

So, no matter what the sender does, VV's server can/could/should modify mail 
to put "VV" in "To" and the sender's address in "CC" ?

That way, "Reply" (and not "Reply to all") will be the correct action ALL 
the time, to comply with VV ?

That's the essence of my proposal...
