<VV> Diagnosing / fixing loose steering on 1967 Monza--adjustment

Judging by the looseness in the steering box. I'd look at that first. The 
attached movie, does show the steering wheel shaft moving, but the arm is still 
not moving.

The steering arm from box looks wet, and has fresh oil on  end of its shaft
