ALMOUNT . LIKE 1 1/2 TO 2 TURNS.,. SORRY CAP LOCK STUCK.

hey, so I know how to adjust the fast idle screw on carbs correctly, but I'm 
unsure of the fuel needle screw below. Is all the way in fully closed or open 
and about how many turns out from "all the way in" should they typically be?
