One of my favorites are the states that mandate the use of seatbelts, but  
riding a bike without a helmet is just fine. Here in Kansas they take it a 
step  further. You can ride a motorcycle without a helmet, but not a bicycle. 
I'd love  to hear the explanation for that.

Very easy, most who ride bicycles are under the age of 18 and most do not have 
the sense (nor the legal right) to make the decision to wear a helmet. If you're 
over the age of 18 you should have the sense to wear a helmet (on a motorcycle) 
and most do, but the decision is theirs to make.... I believe the least amount 
of laws, the better. After all, who makes ours laws- LAWYERS. I wonder why that
