Star by googling this   "plastic melted on iron clean"  Several 
links..Basically looks like you heat it, and them use some products...

Paul - many plastic products, where the bottle is intended for re-cycling, 
have a triangle cast into the material, usually on the bottom of the bottle. 
Sometimes there is a code in the middle of the triangle. That code may tell 
us what type of plastic was used to make the bottle. if there something like 
that on the Windex bottle? Once you know that, it might be easier to find 
something that will attack it. - Seth
